This is basically a reinquiry of the question posed in the following thread 3 years ago:

Is the functionality currently available to provide a template for the testcase description fields? Is there any testcase template support, besides custom fields, available for new testcase creation?

The standard Description fields do not have a default template. However rich text custom properties can have a default value/template.
