Default Incident Owner?

That is not possible I'm afraid. This ability is an enhancement we have in the backlog.

In terms of the default Owner, that is not usually needed since if all issues are being triaged by the defect manager, simply modify the workflow to allow them the necessary permissions on all incidents and then they do not need to be explicitly assigned to him/her.
